Total Days Avoidable

In calculating the total days avoidable, days avoidable due to LOS are
added to days avoidable due to admissions avoidable. However, in this
calculation, admissions considered potentially avoidable (as defined above)
are excluded from the calculation of potential days avoidable due to LOS.
Therefore, only the LOS from admissions not considered avoidable are counted
and these are added to the calculated days avoidable due to admissions avoidable.
This avoids the issue of double counting potential days avoidable when combining
the results from LOS and admissions. Thus, the contribution to total days
avoidable from LOS is lower than the days avoidable from LOS from all admissions
(which are developed separately).
